Rent aid and construction aid: what exists and where to find out more
In urban renewal, support does not arrive the same way in every building; the Law words some of it as something that 'may be granted'. This chapter explains rent aid, construction aid and the İstanbul Yenileniyor platform without mixing them up.
Last updated: 1 November 2026

In brief
- Rent aid and construction aid may be granted for buildings evacuated by agreement; they are not an automatic right.
- Amounts are not in the Law and they change, so check e-Devlet and the Başkanlık for current figures.
- İstanbul Yenileniyor is a separate information and support platform with its own application criteria.
- There is no official reimbursement for storing belongings.
In this chapter
What are rent aid and construction aid?
Under Law No. 6306, for buildings evacuated by agreement, owners, tenants and resident holders of limited real rights (sınırlı ayni hak) may be given temporary housing or a workplace, rent aid (kira yardımı) and construction aid (yapım yardımı). The wording is 'may', so it does not mean every application is accepted or that every building is offered the same thing.
The Law states no amounts. The rules for construction aid are set by Presidential decision and figures can change over time, so avoid planning around amounts quoted in old news stories.
Where do you apply for rent aid?
On turkiye.gov.tr there is an e-Devlet service called 'Application for Rent Aid for a Risky Building under Law No. 6306'. Check the conditions, required documents and current amounts on the service page and with the Kentsel Dönüşüm Başkanlığı (the Ministry's Urban Transformation Directorate).
Rent aid and any lump sums are money you can spend as you wish. Keeping belongings in a storage room or elsewhere is your own cost; the Law defines no reimbursement for it.
What does İstanbul Yenileniyor offer?
İstanbul Yenileniyor is an online information and support platform run by KİPTAŞ and İstanbul İmar A.Ş., subsidiaries of the İstanbul Metropolitan Municipality. The platform says applications require privately owned land and buildings built before 1999.
It describes three stages: application, offer and agreement. A period of 7 working days is mentioned for the information form, and its call centre on 444 06 04 answers on weekdays from 09:00 to 16:30. It also states that low-income owners can get construction support of up to 65 percent; these are the platform's own statements, so confirm the current position for your building with it.
Which fee and tax exemptions exist?
Transactions under the Law are exempt from notary fees, land registry fees, municipal fees and charges, inheritance and transfer tax, stamp duty and the other items listed in the text. The BSMV (banking and insurance transaction tax) exemption covers credits for owners and for tenants of at least one year.
Municipalities charge no fee for new construction up to 1.5 times the existing construction area. The list is limited to what the relevant article names; do not assume an unlisted item is exempt, and ask the municipality or an adviser about any charge you are unsure of.
How to avoid mixing up the programmes
Rent and construction aid under the Law, the support described by İstanbul Yenileniyor and the terms in a contractor contract come from separate sources. Writing down which source a figure comes from, together with the source itself, prevents false expectations.
- Source of the figure: the Law, the Başkanlık, the platform or the contractor
- Application conditions and date
- Who is paid, and when
- The difference between what the contract says and what was said verbally

Frequently asked questions
Is rent aid given automatically to all owners?
No. The Law says this aid may be granted for buildings evacuated by agreement; it is something that can be offered, not an automatic right.
How much is the rent aid?
The amount is not in the Law and it changes over time. Check the e-Devlet service and the Başkanlık's announcements for the current figure.
Does the state pay for storage?
No official reimbursement is defined for it. Payments such as rent aid can be spent as you wish; storage is the person's own cost.
Can tenants receive rent aid too?
The Law says it may be granted to owners, tenants and resident holders of limited real rights. For the conditions in your own situation, ask the Başkanlık or a lawyer.
